The Cannabis Control Division (CCD) Mission Statement

Our mission is to ensure the health and safety of all Montanans through fair administration, education, and enforcement of the Montana Marijuana Regulation and Taxation Act (MMRT).

CCD Vision Statement

Develop a good faith partnership between the State of Montana and stakeholders by establishing rules and policies that provide interested consumers with access to a regulated industry while diminishing an unregulated, untested illicit market.

Administration

The Administrative staff oversees the daily management of the division.

The staff consists of:

  • Division Administrator

Licensing

The licensing staff is responsible for processing all worker permit, cardholder, and business applications, updates, and renewals.

The staff consists of:

  • 1 Bureau Chief
  • 2 Education Specialists
  • 2 Senior License Specialists
  • 4 License Specialists

Inspection

The inspection staff inspect cultivation, manufacturing, and dispensary locations to ensure they are following state laws and regulations for compliance operations. Responsibilities also include assuring that businesses in the state of Montana do not have synthetic cannabinoids for sale to the public. Staff within this unit also work with licensees on compliance resolution.

The staff consists of:

  • 2 Inspector Supervisors
  • 12 Inspectors
  • 1 Synthetic Inspector
  • 1 Compliance Resolution Officer

Cannabis Laboratory

The Cannabis laboratory staff are responsible for auditing third party testing laboratories to ensure product safety and consumer protection.  This is achieved through onsite laboratory audits and continuous offsite seed-to-sale monitoring of testing activities, test results, and sampling.  Responsibilities also include staying current with the latest in cannabis science, public health, and laboratory science.

  • 1 Laboratory Program Manager
  • 2 Laboratory Specialists
