A City All-Beverages License is used by establishments such as bars and taverns in a city or within five miles of a city.
This license lets you:
- Serve all alcoholic beverages including distilled spirits, wine, and beer
- Apply for gambling
- Be open from 8:00 AM to 2:00 AM
- New License Fee
- Application Processing Fee
- Renewal Fee
The application processing fee only applies for original applications and is not applied to renewals.
To apply for this license, you must have a designated bar area.
License Quotas and Limits
Population determines the number of licenses available in a city:

|501-3000||3 licenses for the first 1,000 inhabitants||1 license for each additional 1,000 inhabitants|
|More than 3,000||5 licenses for the first 3,000 inhabitants||1 license for each additional 1,000 inhabitants|
Application Options and Dates
Apply for a City All-Beverage License using the Alcoholic Beverages – Gambling Operator Combined On-Premises License Application (Form 5), available in our TransAction Portal (TAP).
A city all-beverage license must be renewed every year by June 30.
